AGROFUELS: THE IGNORED Fundamentally OF CAUTION

"It is debated whether the credo of caution, which consists in that when there is danger of serious and irretrievable damage, the environmental authorities should not use the scarcity of absolute scientific certainty as use one's judgement to postpone adopting effective measures to brake the degradation of the environment" (numeral 6 from article 1 ¦º of the Law 99 of 1993), this viewpoint is granting limitless abilities to such environmental authorities, so that, without the needing verifiable scientific certainty that the activity produces serious damages to the environs, they can adopt measures to avoid injuring the rights and interests of people stricken by such decisions."
